"Section 49 0"


According to the Constitution of India, all people above aged 18 are eligible to vote and elect their own representative to the govt. But unfortunately, in this country, we are squarely end up with few parties with major candidates and few independents. Though still prefer to vote for a independent, and eventually, even if he wins also, he dont have any saying in the assemply or in the parliment, coz of the bullying around by the major parties. The radical view are dont vote and boycott elections [ That was a view , I had till i read this and btw, going by the principle, i havent' voted yet in elections ] the only flaw in that system is even if i m not putting that also someone else will put on behalf of me.

In a recent article in "DeemDariKida" , there was a reference and information from one of the former election commissioners of India, about a provision voting but yet not voting the candidates. I have seen few so called "psudeo genius" upper middle class individuals, cast their vote with multiple impression, makes it uncountable, there by saying, "No body is good, why put the vote for some criminal again". But this approach will end up in wasting your rights.

Section 49 0 in the 1961 Constitution gives the following information to the voters.

" If an individual voter decided not to cast his vote for any of the candidates listed in his constituency, he/she can ask for a 17 A Form in the booth and can fill his electoral number and with their signature / thumb impression in the form (49 L 1), he can submit the form to the chief polling officer, whereby, the chief polling officer, will write a note in the same form, for which also, the polling officer needs to get the signature / thumb impression of the voter. This makes the vote legal & counting, yet not selected any candidates in that constituency. The vote is considered legal and will be counted along with the other votes being polled, where the results of these votes will be declared, as "no. of votes / voter who dont want to vote in this constituency"

Assume a situation, if the educated & upper middle classe can post their feelings / oppersion with 49 0, this will certainly create a media stirr among public. Think about a situation like North madras, where irrespective of having DMK rep. for years, North madras, has not much developed when compared to South , Central and greater chennai. Using the power of the constitution, we can create a legal fight against corruption & not competent candidates...
